Vacancy Announce Number: 8 Position Title: Expert Roster – IT Programming Services Contract Type: Other Languages Required: Armenian Posting Date: 06 Mar 2015 Application Deadline: 19 Mar 2015 23:55 Contract Date: 01 May 2015 Document: Roster ToR Kolba IT Programmers.doc Background The United Nations Development Programme (UNDP) in Armenia in partnership with the Government of Armenia works to advance the national reform agenda and develop the capacities of counterparts at a national, regional and local level. To this end, UNDP is currently implementing a multi-component programme across three portfolios, namely Democratic Governance, Environmental Governance and Socio-Economic Governance. Under this framework, UNDP established an innovations lab, called Kolba. The lab is an incubator which attempts to solve big social challenges by harnessing citizens’ insights and ideas alongside public services. Kolba enables UNDP to partner with “unusual suspects” and bring cutting edge solutions into their projects and programmes. Kolba is intended to reach across sectors in order to provide the Government of Armenia and other partners with policy advice and innovative solutions to meet the increasingly complex demands of Armenian society. Description of Responsibilities A roster of IT general programmers is sought to occasionally support the realization of UNDP in Armenia’s innovation agenda through its information technology platforms. Working closely with a member of the Kolba team, the IT programmer will be involved in a variety of areas related to database, front-end and back-end development. The programmer will ensure that Kolba’s products and reports provide the best possible functionality and usability to staff, clients and stakeholders. The duties and responsibilities detailed below are a representative, but not exhaustive, list of potential activities. Graphic designers will be expected to work in one, some or all of these categories of work; specific Terms of Reference will dictate the scope of work and the selection of experts from the vetted roster for each of the assignments. • Advise and assist with deployment, implementation and coordination of all IT solutions and components which may come from different sources; • Provide technical advice and input into the upgrade of Kolba existing IT infrastructure and updating of existing software; • Develop training plans and materials for the Kolba capacity building and assist with in-house mentoring and coaching of personnel in order to ensure continued use and development of key IT solutions and products in the future; Competencies • Creative flair, originality and a strong visual sense; • A digital native – lives in social media and enjoys online collaboration; • Ability to communicate with accuracy and professionalism, as well as sensitively across different constituencies; • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; • Entrepreneurial, with a track record of delivery and impact in previous roles; • Very collaborative, with a demonstrable history of developing partnerships across a wide range of organisations; Qualifications • University degree in Computer Programming or relevant field, with at least 3 years experience in web development; • Broad expertise in HTML, DHTML, XML, RSS, CSS, OOP, JavaScript, JAVA, PHP, MySQL, SQL and ORACLE, AJAX method, .NET, PHP, Apache, Web Server; • Proficiency in Armenian, good knowledge of technical English is required. Evaluations Contracting arrangements All applicants will be initially screened against the minimum requirements as specified above. Several successful individuals will be selected and placed on the technical expert roster for the period of two years. It is to be noted that inclusion in the roster does not guarantee a contract during the period of two years. Rostered experts will be contacted when specific service requests arise and will be asked to indicate availability and interest against a specific Terms of Reference (ToR) outlining the outputs of the specific assignment. The experts will be requested to provide a financial proposal at that time for specific tasks to be performed.
