DRC is an international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. As a humanitarian organisation working in some of the most challenging operational environments in the world it is of uttermost importance for DRC to work in compliance with the DRC Accountability and Quality Management system in the areas of Administration, HR, Finances and Procurement/Logistics. Smooth, reliable and effective operational systems are preconditions for DRC to maintain its position as a trustworthy and reliable partner for our donors and an accountable organisation towards our beneficiaries. In the South Caucasus, DRC implements a multi-sector, multi-donor programme, focusing on assistance to IDPs. DRC implements programmes in Abkhazia, Western Georgia, Shida Kartli, and Tbilisi, which are focussed on shelter rehabilitation, livelihoods, community mobilisation, and capacity building. The Head of Finance works in the DRC Regional Office in Tbilisi, providing support to all offices in the region and is a cornerstone in keeping up the high quality in DRC's operations. Position Title: Head of Finance Duty Station: Tbilisi Starting date: ASAP Position's Overall Objective: The Head of Finance (HOF) is directly responsible for ensuring financial and budgetary control systems are in place to support the operational units in accordance with DRC financial procedures and guidelines and the respective government regulations, local economy/Tax regulations for humanitarian organizations and any other relevant regulations. The HOF is part of the DRC South Caucasus Senior Management Team and assumes regional finance management tasks. Position's Specific Responsibilities: The Head of Finance is responsible for the financial management, coordination and audit finance procedures throughout DRC South Caucasus which includes to: ** Ensure that accurate and timely financial related Management Information System exists and is maintained. This includes an overall planning, budget and control of expenditures for shared operational costs as well as coordination of budgeting and expenditure related to programme implementation. ** Supervise audits, control and implements corrective actions related to the DRC standards for operations. This includes; supervision of all financial reporting and financial procedures, including the monthly schedule for financial reporting to HQ, donor reporting and audits, cash flow and liquidity management, legal framework and reporting relations to national authorities. ** Lead training plan and training needs assessments as part of improving compliance with DRC standards. This includes on-the-job training, instructions and relevant follow up measures, as well as the design and conduct of more topic-bound training sessions. ** Lead systems development and roll out of systems already developed in close cooperation and coordination with DRC's headquarters. This includes tools for monitoring shared expenditures, donor co-funding and book keeping Responsibilities and Tasks: ** Manage regional finance tasks and directly supervise accounting of all DRC Tbilisi based projects ** Supervise Finance Officer. ** Design internal policies, procedures & standards ** Provide capacity building for the finance staff in the field offices ** Ensure organization activity is in accordance to the local tax legislation and update legislation in case of any change. Consult with tax consultants in case of necessity for any particular payment ** Responsible for overview of expenses related to international staff ** Coordinate the annual budgeting process, including maintenance of the DRC South Caucasus budget, and the transfer of final budget information into the financial statements, the preparation of monthly cash budgets and monitoring of its implementation, preparation of monthly and quarterly financial monitoring reports; ** Supervise the maintenance of accounting systems and data, and the presentation of financial data for both internal managerial and external reporting requirements. ** Prepare and submit all financial reports, including reporting to the DRC Headquarters, UN, EC, SDC, SIDA and other Donors, as well as local financial reports. ** Revise and analyse financial reports, budget expenses against planned ones, providing suggestions to the Project Managers for improvements of financial operations and overall planning ** Ensure compliance with DRC Financial policies and procedures ** Develop systems of internal controls for funds and DRC South Caucasus assets ** Conduct quarterly internal finance audit/verification visit to field offices ** Upgrade DRC South Caucasus current auditing practices to meet the requirements of International Standards on Auditing; ** Performs other duties as required by DRC Country Director Qualifications and Experience: ** Master's degree in Finance, accountancy or business or any other area related; ** At least 5-7 years of managerial experience in Finances; ** Experience in managing, monitoring and forecasting large scale budgets; ** Knowledge of Georgian Tax Legislation; ** Experience in working NGO sector would be an asset; ** Working experience with staff capacity building and working with national partners; ** Working experience with UN, EC, SDC, SIDA grants; ** Working with ERP Navision system would be an asset; Competencies: ** Strong interpersonal and communication skills; ** Strong English Language Skills (both written and spoken); ** Expert knowledge of Excel; ** Computer literacy; ** Strong analytical skills. We offer: ** DRC will offer the successful applicant a three month contract, renewable dependent on performance. ** Salary and conditions will be in accordance with Danish Refugee Council's National Staff Salary Scale.
