Tender for Consultants for Trainings - Gender Based Violence
World Vision International in Georgia is announcing the Tender for Consultants for Trainings for "Gender Based Violence Project" Scope of Work: Tender for Consulting Services - Training Provider for "Gender Based Violence Project" Type of Contract: Service Contract Assignment Start and End Dates: April 2015 - September 2015 Location: Tbilisi, Kakheti, Imereti and Samtskhe-Javakheti ADPs, Georgia Background: Gender-based violence has been identified as an important issue in Georgia, traditionally male-dominated country with patriarchal system. Women's status and rights in Georgia are deeply affected by the local context, traditions and cultural specificities. First of all, patriarchal traditions and behaviour patterns persist in Georgia, especially in the rural areas, influencing the private and public spheres and the division of roles among women and men as well as attitudes about their respective places in society. In this regard, male supremacy becomes grounds for unequal treatment and discrimination against women. Domestic violence is a critical gender issue in Georgia. Georgian women are subject to all forms of domestic violence; in addition to physical violence, psychological violence and economic control over women is also common. The first nation-wide study on domestic violence in the South Caucasus (UNFPA, 2010) revealed that a relatively small number of women acknowledged being victims of physical or sexual violence. Overall, 6.9% of women reported having experienced physical violence. Of them, 2.6% reported having experienced moderate physical violence and 4.3% reported having experienced severe physical violence. At the same time results showed that in Georgia 9.1% women who have ever been married/or had an intimate partner have experienced violence from their husbands/partners. This means that one of every 11 women in a marriage or serious relationship has been a victim of physical or sexual violence. In addition, 14.3% of the surveyed women report having experienced emotional violence. In most of the cases they were subjected to several forms of emotional violence. Privacy of the family matters is yet another important issue with regard to the gender-based violence. The above noted research shows that 78.3% of women think that family problems should only be discussed within a family; 52.1% of women think that if a man mistreats his wife, others outside the family should not intervene; 30.7% of women think that family abuse is a private affair and the law should not interfere. Out of 78.3% of women who think that family problems should only be discussed within a family, 48.0% are rural, 30.3% - urban and 21.7% from Tbilisi. The national research on Domestic Violence (2010) also sheds light on the aspects of obedience: 58.3% of respondents believe a woman should be able to choose her own friends even if her husband disapproves; 50.7% of women think that a good wife obeys her husband even if she disagrees. The conclusions of the research indicate that the place of residence, level of education, marital status and earning potential turned out to be significantly linked to experience of physical violence. The victims do not tend to ask for help as they do not trust that police will be able to help them or are ashamed of exhibiting out their domestic problem. On the other hand the research conclusion was that the police need to be better informed in order to get more involved in the matters of domestic violence and also to apply appropriate laws more effectively. Project Objectives: With financial support of WV Australia, WV Georgia has decided to focus funding to work with young boys and girls who are open to discuss issues of gender and are champions of social changes in their own rural communities in the ADPs where WV Georgia operates. The project is intended to build on strong youth empowerment and engagement programming in ADPs (youth clubs, peer educators, youth advisory councils and boards, school networks). On the other hand, youth empowerment is one of the key strategic directions of WVG, with special emphasis on positive social and personal development of youth and empowering them to drive social change. WV Georgia believes that this project will complement the youth work underway in ADPs and that young people and especially young boys have significant potential to bring about changes in their own homes and communities. The overall goal of the project is to reduce gender-based violence and contribute to a safer environment for boys, girls, men and women, which is intended to achieve through (i) empowering communities, civil society and other stakeholders collaboratively address GBV, and (ii) empowering youth take action to prevent and respond to GBV. Purpose of the position: WV Georgia Management Team has made a decision to recruit a training provider on gender issues to implement several project-related activities in Fiscal Year 2015, hence contribute to achievement of the project objectives and indicators set for the given period. Major responsibilities of the recruited organization or individual will include: ** To provide 2 trainers that will facilitate workshops/trainings for adult community members (parents, teachers, etc.) in three ADPs (Kakheti, Imereti, Samtskhe-Javakheti) on prevention of gender based violence (25 participants per training, 7 workshops/trainings); ** To develop curriculum of the workshops/trainings and review it with WV GBV project consultant (1 curriculum); ** To administer pre-post knowledge evaluation tests for each workshop/training and provide them to the consultant (1 test); ** To become a focal point on GBV prevention for the trained groups; ** To provide awareness raising of youth groups in 3 ADP's on gender based violence in Georgia, on existing prevention mechanisms and work done by local NGO's (25 participants per trainings, 6 meetings) ** To support trained youth and adult community members to plan local level initiatives/campaigns to tackle gender based violence issues in the community (3 visits). Expected outputs: Specific deliverables: ** Empowered youth, communities, Civil Society and other stakeholders collaboratively address GBV; ** Capacity and awareness of Community members, CSOs and local stakeholders to prevent and respond to GBV increased. Reporting and accountability: ** The trainers will develop short reports after each workshop, indicating the number of participants (disaggregated by gender), describing the discussion that had taken place in the group and assessing the efficiency of the event from their point of view; ** Ongoing communication is maintained with GBV Project Consultant to ensure that all the major decisions regarding the trainings are made in close consultation and engagement with WV staff (through face-to-face meetings, email communication and other means of communication). Logistics & Travel: Travel and accommodation costs for Tbilisi-based trainers will be covered by WV. Qualifications and experience required: The following knowledge, skills and abilities will be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training: ** Theoretical knowledge of gender issues, including gender based violence; ** Proven practical experience of working on the prevention of gender based violence; ** Proven practical experience in delivering trainings on prevention of gender based violence ** Awareness of current challenges/problems and overall situation with regard to gender based violence in Georgia; ** Responsible for meeting the deadlines; ** Cross-cultural sensitivity, adaptability and flexibility.
