RAND Europe Location: Brussels Salary: Not specified Hours: Full Time Contract Type: Permanent Placed on: 30th March 2016 Closes: 18th April 2016 Job Ref: 2016-1049 Reports to: Director, Defence, Security and Infrastructure Research Group Location: Brussels, Belgium Position summary You will be an acknowledged expert in one or more areas covered by the Defence, Security and Infrastructure Research Group at RAND Europe. Your primary role will be to lead research and analysis into complex policy questions on behalf of our clients. You will identify research tenders and sponsorship opportunities; you will take a central role in the development of research proposals; and you will have the organisational and leadership skills to ensure that research projects are delivered on time and to the highest standards. RAND Europe’s Defence, Security and Infrastructure Research Group has an extensive project portfolio in the UK, Europe, and globally. We provide evidence-based decision support and advice to senior clients in both public and private sectors. Our expertise includes international and European security; national strategic and infrastructure planning and modelling; futures analysis and innovation; national resilience; defence acquisition, technology and industrial economics; cyber-security and cyber-governance; and the prevention of violent extremism. This position will be expected to contribute to, as well as lead projects, proposals and business development within two or three of these policy areas. RAND Europe’s Brussels office currently hosts 5 members of staff and is located in the heart of the European quarter. Its staff are primarily involved in business development, research and outreach for the EU institutions and other Brussels based organisations. Key responsibilities Leadership of proposal-writing process, including budgeting and research design, building collaborative partnerships with other research organisations where necessary, understanding client requirements Managing proposal and project teams including RAND researchers, external collaborators and partners Managing large EU projects, often on more than one site and with several project deliverables Regular travel to RAND Europe’s main office in Cambridge (UK) and elsewhere in Europe Ensuring the production of written outputs that meet RAND Quality Assurance criteria and client needs Managing research budgets to time and output Identifying and pursuing business development opportunities Delivering on research group target sales and revenues and supporting others to do so Raising the profile and impact of individual projects, the DSI Research Group and RAND Europe within the Brussels policy community and beyond Skills and Experience Essential Fluency in English A minimum of five years’ experience of working within a research or policy environment Experience in applying a range of relevant methodologies to address complex research questions Experience of leading and supervising other research staff and providing constructive criticism Experience of designing research approaches tailored to specific policy research questions Familiarity with the EU institutional machinery and EU policy Experience of successful proposal-writing, preferably for tenders with EU institutions such as the European Parliament, the European Commission and its agencies (e.g. ENISA, Frontex, EDA) and NATO Experience of writing for policy audiences Experience of research project management Experience of client management in the public and private sectors and in diverse locations Experience of achieving research impact Evidence of a strong network of potential clients among the EU institutions, international organisations and private sector, as well as potential research collaborators Desired Proficiency in Word, Excel, and PowerPoint Experience of managing large research teams involving partners and collaborators Proficiency in other European languages, particularly French Qualifications Masters / PhD or equivalent experience About RAND Europe RAND Europe is an independent, not-for-profit research organisation with a mission to improve policy and decision-making through research and analysis.
